Basic needs can be covered at modest cost, and the cultural and community infrastructure is well-developed.

Visit any MSP subcentro de salud or hospital with your cédula. Ecuador's public health system provides free consultations, medications, and hospitalizations at government facilities. Subcentros de salud are found in nearly every neighborhood and handle primary care and referrals to specialists.

Banco del Pacífico and most cooperativas de ahorro y crédito allow accounts to be opened with just a cédula and basic identification. Commercial banks may ask for proof of income — starting with a cooperative (credit union) account is often the easier path for newly returned deportees.
